Member of the specialist group created by PUC-RJ to provide consulting services on Anatel’s spectrum and orbit management, in a process published by the UN Global Market Place (UNGM). The work resulted in the elaboration of a report that analyzed the agency’s spectrum and orbit management, considering the normative and supervisory regulations in force, and proposed regulatory improvements to: remove any barriers to the implementation of dynamic spectrum access; support medium and long-term spectrum planning; and propose new possibilities for defining spectrum use efficiency as a tool to verify gains achieved with new technologies.
